Macau enforces one of the strictest anti-vaping regimes in the world, with laws that fully ban the manufacture, sale, import, export, distribution, and transport of e-cigarettes under Law No. 5/2011 as amended by Law No. 13/2022.
Authorities are now moving toward an even tougher framework: the Health Bureau is actively considering a total ban on possession, which would make Macau one of the few jurisdictions alongside Singapore and Vietnam to criminalize simply carrying a vape. This proposal comes amid rising concern over youth vaping, with officials noting that e-cigarette use among students has surpassed traditional smoking. Enforcement is already aggressive: in 2024, health inspectors fined 138 travelers for attempting to bring e-cigarettes into or out of Macau, and customs seized 140 devices and over 60,000 bottles of e-liquid between January and August 2025. Penalties under the current regime include fines for possession at the border, confiscation of products, and sanctions for any commercial activity involving vapes. A one-year pilot of designated smoking zones is planned, focusing first on public education before stricter penalties roll out.
