Vietnam now enforces one of the strictest vaping bans in Asia, with a complete nationwide prohibition on the production, import, sale, advertising, storage, transport, and personal use of e-cigarettes and heated tobacco products, effective 1 January 2025 under Resolution 173/2024/QH15.
Penalties are severe: individuals caught using a vape face fines of 3-5 million VND (about $150 USD), while venue owners who allow vaping can be fined 5-10 million VND. Small scale sellers face 30 -50 million VND in penalties, and large scale importers or distributors can be fined up to 3 billion VND or prosecuted with 2-15 years of imprisonment for organized trafficking. Customs enforcement is strict airports like Tan Son Nhat and Noi Bai confiscate all devices, and tourists attempting to bring vapes into the country may be fined up to 2 million VND. The government cites rising youth usage, health concerns, and regulatory difficulty as key reasons for adopting a full ban.
