Venezuela prohibits the “manufacture, storage, distribution, circulation, sales, import, export, use, consumption, advertising, promotion and sponsorship” of electronic nicotine delivery systems (ENDS), similar electronic non-nicotine systems, consumables, tanks or cartridges, conventional and heated tobacco products, herbal heated products, refill consumable containers, accessories and similar products.

Punishment

This ban applies even to nicotine‑free devices, making the entire category illegal nationwide. Enforcement focuses on eliminating all forms of trade and use, with authorities empowered to seize products and shut down businesses; reports indicate vape shops have already closed following the decree.
