Seychelles enforces a strict ban on the importation and sale of vapes and e-liquids, with customs authorities empowered to seize any electronic cigarettes brought into the country.
Travellers attempting to bring vapes through the airport can face fines upwards of $500, and all products are confiscated on the spot. In parallel, the government is advancing the Tobacco Control (Amendment) Bill 2024, which introduces full regulatory control over electronic nicotine delivery systems covering manufacture, importation, supply, display, distribution, and sale and mandates health warnings, flavour restrictions, and licensing requirements for sellers. Although these amendments aim to regulate e-cigarettes formally, current law still treats all alternative nicotine products as forbidden, pending full implementation of the updated framework. Overall, Seychelles maintains a zero tolerance stance at its borders and is moving toward a tightly controlled regulatory regime domestically.
