Nepal’s vaping laws are currently in a state of conflict and transition, with government agencies attempting to impose a full ban while the courts have blocked enforcement. In 2024, Nepal’s health authorities began pushing a comprehensive prohibition on the production, import, sale, distribution, public use, and advertising of e‑cigarettes under the Tobacco Products Control Regulation 2071, citing health risks and a surge in vape imports.
However, in 2025 the Patan High Court issued a decisive ruling preventing the government from enforcing this ban, stating that such restrictions lacked proper legal basis and could not be imposed through circulars alone. As a result, vaping is not currently illegal, but the government continues to pursue stricter regulation, and customs seizures and enforcement attempts still occur. The situation remains fluid: traders may legally import and sell vapes for now, but future legislation could reintroduce penalties once properly enacted.
