The Ministry of Commerce and Industry now prohibits all online sales and delivery of e-cigarettes, tobacco, and vaping accessories, with enforcement beginning immediately upon publication in the Official Gazette.

Violations trigger a tiered penalty system: an official warning for a first offense, temporary administrative closure for escalated violations, and full commercial license revocation for repeat offenders . Kuwait has also expanded broader anti smoking rules to include vaping, banning its use in public places such as malls, restaurants, and transport hubs, with steep fines and possible device confiscation for violators . These measures reflect Kuwait's shift toward a zero tolerance enforcement model, supported by nationwide inspection campaigns targeting retailers across multiple governorates to ensure compliance and prevent unregulated sales.
