Update from Jphn P., April 2023: Goa Dabolim GOI - Info still correct. Small smoking area at the bottom of the terminal. Not overly pleasant.

'm just at GOI departures after security. There is a smoking room at the end of the boarding area after security. It's signed. Update and photo from Alberto M. on the 19th Aug 2019.

Smoking is permitted in designated smoking lounges after security.
