There are smoking facilities inside Terminal 3.
There is a smoking room in Terminal 3 up in
the food court. You cannot take lighters into the airport but there
is a machine in the smoking room to light your cigarettes.
For connecting flights you may need to enter India, leave airport property and smoke there before returning to the terminal then go through Security again for your flight.
According to reports if you ask a security guard, they will show you a place to smoke. This is unconfirmed though.
