Vaping Ban

Sri Lanka currently treats vaping as illegal in practice, with authorities stating that e-cigarettes are banned and that individuals found using them may be arrested, according to statements made by the Excise Department at a 2025 Finance Committee meeting . Regulations classify vaping products as prohibited, banning their sale, use, advertising, importation (including for personal use), and online purchases, as documented by the Global State of Tobacco Harm Reduction database .

Punishment

Enforcement is complicated by a legal grey area: officials acknowledge that no specific law currently exists under which users can be formally charged, even though the government intends to introduce legislation soon to close this gap . As a result, Sri Lanka's vaping landscape is a mix of de facto prohibition, active enforcement efforts, and uncertain legal foundations, with future regulations expected to formalize penalties and clarify the status of e-cigarettes nationwide.
